Jack Warner: THA Election Blatant Tribalism

In a desperate bid to prop up support for the Peoples Partnership, Jack Warner in his assessment of the Tobago House of Assembly (THA) Election stated that the result reflected how palpable the notion of fear among African population can be. Warner believed that the people of Tobago succumbed to a fear that was preached by  the PNM "It was rank and of course blatant tribalism, it was race at its worst" He said.

Noting that the people of Tobago did not consider the level of corruption and nepotism of the PNM's administration, He said they only took into account the message of an invasion, something that would imprison them. Jack Warner and the Prime Minister were heavily active and involved in the lead up to the THA election 2013, opening a New Gas Station and a branch of UTT, while walking the streets canvassing for their associate Ashworth Jack. He noted that the PP government would have to do some introspection, but more critically  assess how the UNC and its supporters are viewed by certain section of the society. 

Warner was not the only person which stated that "Race" was the deciding factor. Attorney General Anand Ramlogan another UNC member stated that PNM's THA election campaign was "clearly race based" and that Hilton Sandy's "Calcutta" statement was a defining milestone.  

Meanwhile Bhoe Tewarie expressed shock at the PNM's landslide victory while Ramadher sees TOP's loss in the THA's election as a big wake up call for the Government.

TPT Candidates Revealed for THA Elections 2013

Nomination day has passed and the long awaited list of candidates for The Platform of Truth has been revealed. The Platform of Truth led by its leader Hochoy Charles  would be contesting all twelve (12) seats in the up coming THA Elections on the 21st of January 2013. Most of the names submitted seems unfamiliar, and as such the party may be described as the underdog in this political battle. As such, Tobagodaily would  monitor its campaign to bring more details and news coming out of their camp.

Will Tobago bill pass before THA polls?


THERE is uncertainty as to whether the Tobago Bill 2012 will be passed through both Houses of Parliament ahead of the Tobago House of Assembly (THA) elections on January 21. The bill is designed to provide internal self governance for Tobago.

Government Chief Whip in the House, Dr Roodal Moonilal, yesterday said the bill will be laid on January 7, the first sitting of the House of Representatives for 2013. Moonilal added that Attorney General, Anand Ramlogan, will pilot the bill. 

He explained the bill will not be debated in the House until January 16, because Government wanted to “give the Opposition enough time to study the bill.” Asked when the Senate will sit to debate and pass the bill, Moonilal initially indicated “it may be the next week.” When asked if this meant the bill would be debated by the Senate after January 21, Moonilal replied: “It may be before (January 21).” However he was unable to indicate when the Senate sitting might be held. 

For the bill to pass before the THA elections, the Senate will need to sit sometime between January 17 and 20. 

At the launch of the Tobago Organisation of the People’s THA election campaign at Tambrin Square, Scarborough, on December 30 last, Prime Minister Kamla Persad-Bissessar announced the bill would be laid in Parliament on January 7 and debated on January 16. She did not indicate at that time, whether the debate would take place in the House, or the Senate. The bill requires a two-thirds majority for passage in both Houses of Parliament (27 votes in the House and 21 votes in the Senate). 

Government has the 27 votes it needs in the House to pass the bill since it has 29 elected MPs. 

However, the Government has only 15 members in the Senate, and will need to get support from either the six Opposition senators, or the nine Independent senators to get the 21 votes needed to pass the bill. 

When the House sits on January 7, Opposition Leader Dr Keith Rowley will ask Moonilal, who is also Housing Minister, and Finance Minister Larry Howai to answer questions whether government ministers, or officials who have housing units at Federation Villas have received any housing allowance in the State offices that they hold. 

The main item of business on the House’s agenda next Monday will be to debate a motion seeking exemption from Import Duties of Customs for certain items.

Tobago Not Taking Mamaguy

Prime Minister Kamla Persad-Bissessar, her UNC colleagues and her TOP minions continue to plot their strategy to take over Tobago on the premise that Tobagonians can be easily bought and that Tobagonians are not overly bright.

In the week prior to Christmas, the People’s Partnership leader, quite predictably, arranged to hold a Cabinet meeting in Tobago and then proceeded to reveal a package of promises which she felt would serve to revive the flagging fortunes of beleaguered TOP leader Ashworth Jack and his team. The Tobago Council would like to advise Madam Bissessar that Tobagonians are not impressed. We are not impressed by her cynical announcement that “I HAVE GIVEN INSTRUCTIONS TO THE ATTORNEY GENERAL THAT I WOULD LIKE TO SEE THE BILL LAID EARLY IN JANUARY.” We have not forgotten that it is this same Attorney General who discarded the Tobago Bills which represented over three years of consultation involving thousands of Tobagonians, and is now attempting to “RAM DOWN” our throats, his Green Paper which is geared to confirm the recolonization of Tobago.

Tobagonians are aware that the Bill which the Attorney General is expected to lay in Parliament would confine Tobago to a 10 mile maritime boundary, instead of the 200 mile maximum which we are demanding. The 10 mile boundary advocated by Attorney General Anand Ramlogan and supported by the Tobago Organization of the People, will distance Tobago from any claim on the vast energy resources now being exploited on the North-East coast of the island. This would destroy the bargaining power which the Assembly should have in its relationship with the Central Government and consign the island to mendicant status, in perpetuity.

The Attorney General’s Bill is not expected to address the issues of the qualification to vote in a Tobago House of Assembly election; the Assembly’s right to borrow and most importantly, the Tobago House of Assembly’s control over all the areas related to the governance of Tobago.

But the most insulting aspect of the Prime Minister’s statement is that she is insisting that the Bill be laid in the House before the Tobago House of Assembly elections, obviously with the expectation that her PP government and her TOP cronies would derive significant political benefits from the strategy. It is obvious that the Prime Minister, possibly based on the advice of TOP leader Ashworth Jack, believes that Tobagonians are naïve and gullible, even foolish. It is only a naïve and gullible electorate that would respond positively to a Government which, after 30 months in office is prepared to “HUSTLE” the THA Bill through Parliament, less than two weeks before an election. It is only a naïve and gullible electorate that would support a political party that agrees with the contents of a Green Paper and a Bill which would rob generations of Tobagonians of their patrimony and their heritage. Kamla Persad-Bissessar and her TOP minions will soon realize that the Tobago electorate is neither naïve, nor gullible, nor foolish.

The Prime Minister also made heavy weather of the announcement that her Government would construct a new correctional facility at Hope. She omitted to mention, however, that the construction of that facility has been on the drawing board for many years and, even at this time, some of the preliminary aspects of the process are incomplete. It is, however, quite revealing that the Prime Minister was silent on the construction of the police stations at Roxborough and Old Grange; construction which her Government has delayed for more than two years. The Prime Minister did not tell Tobagonians that when her Government took control in May 2012, contracts had already been awarded for those police stations. It was the PP Government which rescinded the contracts and while new contracts have been awarded for the construction of eight police stations in Trinidad, the Tobago process continues to languish.

The Prime Minister and her TOP colleagues were also quite disingenuous in their treatment of the issues surrounding the grant of assistance to Secondary School Status to the Harmon School of Seventh Day Adventists. The impression is being given that the process was initiated by and involved only the Central Government. The Prime Minister and Minister of Tobago Development Dr. Delmon Baker, did not reveal that the decision to grant the assisted status was reached after extensive discussions between school officials and the Tobago House of Assembly. After those discussions, a Note was prepared by the Assembly and sent to the Minister of Tobago Development for transmission to Cabinet which has to grant final approval. That Note remained with the Ministry for more than two years before the relevant Minister thought it appropriate to take it to Parliament and then, of course, to take all the credit. In the meantime, the Assembly has invested millions of dollars in supporting the Seventh Day Adventists in their longstanding and laudable contribution to the development of the island’s young people. It is less than one month to the election, and the electorate can expect more promises, more hampers, more food cards, more blandishments and more bribes. It is fortunate that the vast majority of Tobagonians recognize that the issues in this election are too critical and far-reaching for them to be influenced or sidetracked by empty promises and blatant bribery.

TOP leader Ashworth Jack might have signaled to the UNC-led coalition that Tobago is for sale but genuine Tobagonians are standing firm “IN DEFENCE OF TOBAGO.” They are the people who are “PUTTING TOBAGO FIRST” and therefore, we can be confident that, after January 21, 2012, Kamla Persad-Bissessar, Ashworth Jack and the other members of that MOTLEY CREW would finally be convinced that TOBAGONIANS CANNOT BE BOUGHT, BULLIED OR BRIBED.

Plenty Promises For Tobago From Kamla


A wave of change will sweep Tobago come 2013, as Prime Minister Kamla Persad-Bissessar announced last night that the Parliament's first order of business in the new year will be the debate of legislation which will see increased financial power for the Tobago House of Assembly (THA).

Among the major changes will be a doubling of the budgetary allocation to the THA, expansion of the island's territorial waters and law-making powers.

Speaking at the presentation of the Tobago Organisation of the People (TOP) candidates at Market Square, Scarborough, Tobago, Persad-Bissessar said the Constitutional (Amendment) (Tobago) Bill 2012 will be laid in Parliament on January 7 and debate will begin on January 16.

More autonomy for Tobago, she said, was one of the pledges made to the TOP led by Ashworth Jack, political leader and coalition partner in the People's Partnership Government.
Persad-Bissessar said in October, Cabinet considered all the recommendations made after wide consultation with Tobagonians, and has now drafted a Constitutional (Amendment) (Tobago) Bill 2012.

The bill, she said, seeks to amend the Constitution to enhance the legislative and executive powers of the THA with a view to promoting the internal self-government of Tobago.

She pointed out that the bill requires a constitutional majority and therefore will require a special majority of two thirds of the members of the House—therefore, the People's National Movement (PNM) support was crucial.

The Prime Minister disclosed that the bill proposes an increase, almost a doubling of national budgetary allocation, to the THA from the existing four per cent to six per cent to eight per cent.
In the 2012-2013 national budget, Tobago was allocated $3.4 billion.

"This means that more money will be made available for the development of Tobago by Tobagonians. In other words, the old maximum of 6.9 per cent is now the new minimum," said Persad-Bissessar.
Persad-Bissessar said the bill also proposes the THA to be equipped with law-making powers—in areas such as legal affairs, tertiary education, energy, Customs and Excise and public infrastructure.

Cabinet, she said, in formulating policy for matters in these areas, must consult with the THA.
"The effect of this is that the powers of the Parliament in relation to making laws for Tobago will be limited,'' she said. She further disclosed that three other new important provisions of the bill would be:

1. The establishment of a Secretary for Legal Matters in the THA;

2. More borrowing power for the THA (up to 25 per cent of the sum allocated per year to the THA under the Public Sector Investment Programme (PSIP), without the approval of Parliament);

3. Extension of the jurisdiction of the THA—an extension from six to 11 nautical miles from the baselines of Tobago.

Persad-Bissessar said self-governance for Tobago is being made a reality thanks to Jack and the TOP, who were adamant in ensuring the policy changes would redound to the benefit of Tobago.

The Prime Minister briefly touched on the controversy surrounding Jack's private multi-million Hillsborough, Mt St George, house.

"Today I want to tell (Orville) London and (Keith) Rowley that this election is not about the House of Jack; this election is about the House of Assembly of Tobago," said Persad-Bissessar.
She added that the Tobago election was not about the Section 34 debacle which saw the firing of former justice minister Herbert Volney.

"Section 34 will not bring you internal self-government and more money in your budget," she said.
Persad-Bissessar also dispelled notions that the United National Congress was coming to take over Tobago and buy out the lands.

"We have no wish or desire to invade Tobago... my wish and desire is that everyone will rise in every space and every place, whether in Trinidad or Tobago," she said.

London Says 17 Billion spent over 12 Years in Tobago

Approximately $17 billion has been spent over the past 12 years by the Tobago House of Assembly (THA), under Chief Secretary Orville London.
This was revealed yesterday by London, leader of the Tobago Council of the People's National Movement (PNM).

London said while the figure is in fact $17 billion, it must be placed in context as funding has to be separated under "recurrent" and "development".
Under "recurrent" more than $13 billion was spent, while in terms of "development" less than $4 billion was spent.

"And it's that $13 billion that pays wages and salaries, provides goods and services, and places the THA in a position where it can provide employment to close to 60 per cent of the working population of Tobago," said London in the build-up to the THA election, scheduled for January 21.
And while the Tobago Organisation of the People (TOP) has claimed the PNM-led THA administration has squandered taxpayers money, especially with respect to THA mega projects including both incomplete Shaw Park Cultural Complex and Scarborough Library, London said it is unfair to judge the THA's spending of money in this way.

"It is sometimes unfair when you take monies accumulated over the period of time and then try to judge at a particular point in time as to whether you have done well or not," he said.
London said the $17 billion over the past 12 years was spent wisely in housing, infrastructure and other areas, and the benefits are obvious to the people of Tobago. However, he did admit some things could have been done differently.

"Well, I think one of the things I could have done differently is to communicate the success of the administration a little bit more effectively," he said.
He dismissed the existence of any poll placing the TOP in front of the PNM for the upcoming election and disclosed that the PNM's manifesto is at the printers and will be available within two weeks.

And the TOP, a member of the ruling People's Partnership Government, will hold its official launch of candidates for next month's election on Sunday at Market Square in Scarborough.
Attending will be Prime Minister Kamla Persad-Bissessar and other members of her People's Partnership cabinet.

London:Jack Trying to Pull away from PP Government

People's National Movement (PNM) Tobago Council political leader Orville London has claimed that within recent weeks Tobago Organistation of the People (TOP) leader Ashworth Jack has been trying to disassociate himself from the People's Partnership (PP) Government, led by Prime Minister Kamla Persad-Bissessar, and Tobagonians should not be easily fooled by this action.

"And over the last couple weeks I'm seeing the back-tracking of the TOP Leader. He wants to unlock the embrace, they want to stop looking like they holding hands and they start to make statements," said London last weekend during a PNM political meeting at Mt Grace in the build-up to next month's Tobago House of Assembly (THA) election.

London said the choice should be an easy one for Tobagonians come January 21.
"Regardless of that, the choice is easy for Tobagonians. You must understand that TOP in Tobago is PP in Tobago and PP in Tobago is pressure for Tobago," London said

PNM political leader Dr Keith Rowley reminded the crowd of the long history of his party, which has been in existence for the past 56 years.

The red brigade, he said of the PNM, is not a pick-up side, or a pressure group formed in a rum shop.
He sought to dismiss any notion by the TOP that the PNM Tobago arm has been involved in pilfering taxpayers' money.

"If any money is missing in Tobago the body that reports on that is the Auditor General's Department and so far if any monies cannot be accounted for, then they will intervene and they know where the police station is," said Rowley.

Integrity Commission declined to investigate Minority Leader


The Integrity Commission had rejected the complaint of Moses O Thomas for an investigation into the declared assets of Tobago House of Assembly (THA) Minority Leader Ashworth Jack, saying there were insufficient grounds for an investigation.

The complaint, which had been submitted by the Tobago resident by letter dated October 19, 2011, specifically raised the issue of the land at St George on which Jack's multi-million house had been built.
In his letter, Moses had asked the Commission to examine more carefully Jack's declarations of 2003 to 2008 which he claimed were "fraught with inconsistencies".

The letter had pointed out that Jack declared one parcel of land at #14 Jack Trace, Mt Grace in Tobago in 2003 and in 2004, he declared another parcel of land (six acres) at Mount St George.

However, Moses noted that in the years that followed — 2005 to 2008, no declaration was made about the parcel of land situated at Mt George. Moses stated further that a house was constructed there between 2009 and 2011. He requested to be showed Jack's declarations of assets for these years. Jack has not filed his declaration of income, assets and liabilities with the Integrity Commission for the last two years.

Jack was due to appear on television in Tobago yesterday (Channel 5) to discuss the issue. But instead he opted for a press release in which he reiterated that the house was built by his brother's construction company and that it was constructed from hard-earned income obtained from "honest sacrifices".
He also stated that the land was fully paid for.

Tobago political parties to have special debate


The Trinidad and Tobago Debates Commission (TTDC) will host a special debate for the political leaders of the parties in the upcoming Tobago House of Assembly elections, Carlos Dillon, member of the local organising committee for Tobago said at a media launch in the Lowlands Mall on Monday.

"The people of Tobago would be able to have a better understanding of the goals and purposes of the political leaders running for the Tobago House of Assembly elections, he stated and it will allow Tobagonians to make a more informed decision on the day of the elections," Dillon said.

There will be only one debate with the four political leaders due to time constraints. This would be broadcast live on all television  and radio stations, at 8 p.m. on January 10, 2013, explained Catherine Kumar, CEO of TTDC.

Taking part in the debate are the People's National Movement (PNM), Tobago Organisation of the People (TOP), The Platform of Truth (TPT) and the Movement for Development and Democracy (MDD).
The Tobagonians on the local organising committee which is planning and organising the debate are Carlos Dillon, Anne-Marie de Gazon, George Leacock and Janet Parks. Moderator for the debate will also be a Tobagonian.

The TTDC is in the process of planning a series of debates for the upcoming local government elections and they are hoping this can continue for all future elections.

From Milshirv to Mt. St. George: Who builds on Lands Not Owned?

Rowley in a PNM's meeting at Buccoo took a big bite into the integrity of  leader of the TOP Ashworth Jack.  Jack's response to his mult million dollar mortgage free home has shifted the political conversation from Milshirv to Mt. St. George. Dr. Keith Rowley in his speech indicated that Ashworth Jack has raised more questions than provide answers when it comes to his new home situated on lands which he doesn't yet have a title to. 

Dr. Rowley is right by saying "Nobody in their right mind would build a $4 million house or $2 million house on land that does not belong to you, that you are trying to purchase. You make a small downpayment, you not finish paying for the land, you come into some money, the first thing you (would normally) do is buy the land, then you build the house. But you don't build the house and leave the land unpaid for".

 Further Rowley wasted no time in devouring Jack's reputation by exposing his "irrational" thought processes "And if that is your style, if that is how you make decisions, if that is your thought process— don't pay for the land but build a mansion on it—then you should not be offering yourself to the people of Tobago as Chief Secretary. And then (he is) coming with this Anansi story about how you plant cucumber and pumpkin (to help pay for the house).

Rowley an experience politician pecked the whole night at the Ashworth Jack. Rowley stated that Jack would have talked himself into a difficult situation and the least he can do is provide the name of the Contractor in which he  was collecting this $ 35000. In addition, Rowley then asked if he was declaring this income to the Inland Revenue as an income of $35000 would be taxed by the State.  Furthermore, 12 months multiplied by 35,000 was still far short of the value of the multi-million house Rowley said. Moreover, even if one was to multiply it by 48 months (4 Years) it still would fall hundred of thousands of dollars short of the estimated value. 

"And to make matters worse, he refuses to say who he is working for as a project manager. The least you (Jack) could do as a public official is to answer the question, who are you working for," Rowley said, adding: "Is it that if we find out who he is working for, that opens a new can of worms?

"If the person running for the position of Chief Secretary cannot explain how they afforded to obtain certain assets, can you meaningfully trust this person to manage public millions when they have question marks about their private business where it might interact with their public business?"

I hope for Jack's sake and his aspiration he does have a credible rebuttal to all this, because PNM looks hard bent on stressing this and making the best meal out of this one.

TOP to look at additional THA seat


Prime Minister Kamla Persad-Bissessar and the Cabinet will hold their weekly meeting in Tobago on December 20. Government officials will also use the opportunity to distribute toys after the meeting at the Coco Reef Hotel, said Communications Minister Jamal Mohammed.

Further, Tobago Organisation of People (TOP) chairman Lionel Coker says the party may be open to having a 13th seat in the Tobago House of Assembly (THA). He spoke following TOP’s public meeting on Saturday. Opposition Leader Keith Rowley told Parliament last month that there should be a 13th seat instituted in the 12 seat THA to avoid any ties and the situation that occurred with the 18-18 deadlock in 2002.

“We could look at this, TOP might be open to it,” Coker said. Coker also spoke out against THA chief secretary Orville London’s tenure which he deemed a “dictatorship. He cited issues with a number of projects including the Scarborough Hospital divisions and laundry. Coker was scheduled to speak at TOP’s Argyle campaign meeting last night.

UNITE for CHANGE a Faith Base Political Group In THA Election 2013

Unite for Change is a faith based political group which has signaled its intention to contest the Tobago House of Assembly's Election 2013. One article carried by Tobagonews indicated that they were gathering momentum.

Andre Phillips, the campaign coordinator have informed the public that their intention is to arouse the people within the full gospel community in an effort to garner their support to move them from merely occupying the margins of the governance process to a place where they would occupy the centre of political decision-making. It is important to note that currently the amass the largest religious population share within Tobago.

Yesterday Unite for Change extended their screening process till next Monday. The candidates to be nominated should be identified with sincerity, decency, accountability and righteousness. The party have held two prayer and fast sessions and contends that  the party is important so that good men can prevent evil from prevailing in Tobago.

The party's main thrust is to put individuals from faith-based organisations in the Assembly's Legislature.

Unite for Change was introduced by Andre Phillips on September 28 with a public prayer and fast session at the Botanic Gardens.

Dumas: Be vigilant with electoral list/ Electoral Irregulaties


A number of Tobago guesthouses have come under scrutiny by the Elections and Boundaries Commission (EBC) as it embarks on a field exercise to verify the names and addresses of people registered to vote in the January 21, 2013, Tobago House of Assembly (THA) election.

While he would not confirm information that the investigators were paying particular attention to guesthouses following irregularities related to voters' addresses, Nanan said the exercise was in progress and he had not yet received the "data from that exercise".

The Sunday Express has learnt there are instances where potential voters have given the addresses of certain guesthouses in the Canaan/ Bon Accord and Castara areas as permanent addresses by people registered to vote in the upcoming Tobago House of Assembly (THA) election.

This is one example why the Tobago Council of the incumbent People's National Movement-led THA had taken charge of voter irregularity to the EBC two weeks ago.

The spectre of possible irregularity of the list was first made by education officer of the Tobago Council and former PNM government minister Rennie Dumas, resulting in a meeting with the EBC chairman Dr Norbert Masson and a team on November 20.

On January 21, over 46,000 people will cast their votes to determine which of the three contending parties—the PNM, the Minority Tobago Organisation of the People (TOP) and newcomer Platform for Truth, led by former THA chief secretary Hochoy Charles—will lead the Assembly for the next four years.

Speaking with the Sunday Express in Tobago last Tuesday, Dumas said his team took a "small sample" of their findings of a voters' verification exercise, conducted by some 500 "field workers", to the EBC.
In the Tobago East area, for which he has responsibility, Dumas pointed out that their investigations revealed startling numbers of people whose names were missing from the list.

For instance, in the Bacolet/Mount St George district, some 25 per cent or 882 names were missing from an electoral list of 3,474.

The various search categories showed 40 people were dead, 61 had migrated, 425 had moved and 96 names were unable to be verified.

In the Belle Garden/ Goodwood district, 850 names were missing from a list of 3,930 names.
Thirty-six people had died, 71 had migrated, 249 had moved and no one could verify 79 names on the list.
In the Parlatuvier/ L'Anse Fourmi/Speyside district—from a voters' list totalling 3,515—545 were missing, while 38 had died, 104 had migrated, there were two name changes, 272 had moved and 87 names could not be verified.

The same, Dumas said, occurred in the Providence/Mason Hall/ Moriah district currently held by TOP leader Ashworth Jack, who has been nominated unopposed for the January election.
Jack comes up against PNM candidate Sheldon Cunningham and could face another contender from Charles's party.

In that district, 56.8 per cent or 2,288 names were found to be missing from the list of 4,028 voters. Dumas also shared with the EBC that some 28 people had died, 82 had migrated, 277 had moved and 41 names could not be verified.

As it relates to the Roxborough/Delaford area, 694 or 19.2 per cent of the 3,608 registered names could not be found. Thirty-eight had died, 125 had migrated, 19 underwent name changes, 393 moved and 96 names could not be verified.

Dumas said verification of the voters' list was the "first responsibility of a political party in any election", and was not intended to cast aspersions on the EBC.

"We checked and found about 40 per cent of the list, the people were found right where they were supposed to be, but in some instances, neighbours said 'we don't know that person' and so that person was labelled as 'unable to verify'; then we have those who moved to some other place in Tobago or had migrated.

"A critical example is Parlatuvier, where certain addresses were given and people were not found to be living there," he said, adding that in rural districts where everybody knew practically everybody, certain names were not being recognised. "You begin to wonder what's happening and you say, let's check again. It is on the basis of this that we reported to the EBC."

Dumas said the PNM was "being careful not to cause alarm", adding, "It is important to know we are making no accusations, all we saying is, that list is important to the electoral process... let us invite the EBC, other political parties and the citizenry, and anybody who wants the information we have to come and check it."

Dumas said, "Some people are trying to imply that we are setting up an argument for negating the polls, or stopping the polls. But far from it. All we are saying is that we have two interests—being able to identify the people, and to win their votes. We must examine the list."
This was imperative because "we certainly do not want people who do not legitimately live in the constituency to vote in the constituency to determine the electoral fortunes of the country".
Even though Tobago is an open society, Dumas said Tobagonians knew each other's faces, or names or nicknames, especially in the rural districts.

But he warned, "The day of the naive is gone, and we have to be vigilant about the electoral list."
"We met with Dr Masson and he and his team listened, offered perspective and points of view, but of course, they accepted that they have a responsibility to follow the legislation, ensure that the list is clean. They recognised that what we had to say had some cogency," he said.

Dumas said the EBC expressed concerns that nothing should be done to impugn the list, the process and their reputation, but he said, "Our exercise is, in a sense, keeping the processes, whole."
Stating his expectations clearly, he said, "I want an EBC officer to knock on the door of every name given and ask 'are you there?'"

Dumas's definition of voter-padding refers to people voting at a polling station they would not normally vote in.

He said: "Elections were traditionally won based on the votes in the home constituency, but a view seems to have emerged that in some constituencies, a candidate may have excess votes that he can spare to another constituency."

In other words, "The feeling is that you can move voters to an area where your candidate is weaker, so as to make up the gap between your candidate and your opponent, and this seems to be a developing trend," he added.

This jealous guarding of the voters list, Dumas said, was important to ensure that Tobagonians were the ones exercising jurisdiction and leadership over the island.

The election message of "Protecting the heritage of Tobago", Dumas explained, had nothing to do with race, even though it might make some people uncomfortable.

Denying any hidden message of race, Dumas said, "It cannot be right for one set of people in Trinidad to talk about their heritage, their land,their culture; and Tobagonians are not allowed or supported in the concept that we have a heritage to own, develop and protect."

 He said it was crucial for Tobagonians to understand their responsibility to protect their heritage at this juncture in their political history. Admitting that because of its low income earnings per capita, the island was susceptible to attracting wealthier institutions and the Trinidad market, Dumas said it was important for Tobagonians to understand that behind the borders of their Tobagonianness, "is the concept of self, of governance and statehood, which includes their land and culture and aspirations as a people". 

This, he warned, is the heritage which they must protect. He urged Tobagonians to make some decisions about "yourself, your people and land; that's what we are asking... hold it, hold it, develop it, protect it". Dismissing criticisms that the PNM was using race and the spectre of Indians from Trinidad coming to buy up their land in Tobago, Dumas said he was not going to be drawn into race issues. He reminded, however, that it was Ashworth Jack who had formed the TOP to protect Tobago and was against joining forces with anybody in Trinidad. "It was Jack who said Tobago people needed their own. Now he has made a total about-face... he is the vehicle who now wants Tobago to open up its mental, spiritual, physical and political space, regardless of the consequence to Tobago's heritage."

The Platform of Truth Gaining Momentum Ahead of the THA Election 2013

It is quite early to make any pronouncement as to which political party would be victorious in the THA's  election come January 21 2013. However, it appears that the Hochoy led Platform of Truth (TPT) is gaining momentum at an accelerated rate. In a paid political hour on the 91.9 fm frequency today it was quite surprising that Hochoy received overwhelming support from callers to the program ahead of THA election. Even professed Trinidadians living in Tobago gave him resounding applauds and adulation.   

Hochoy is putting forth a Tobago party for the improvement of Tobago, and is advocating that his Tobago based party would empower Tobagonians and transform Tobago into a first world status. 

Hochoy stated that the PNM and TOP are not Tobago based and are not in the interest of Tobago as they are both affiliated with Trinidad lead parties. Hence he said that Tobago has no choice but to vote for the TPT.

He gave some statistics that the TPT could have won the 2009 THA elections without splitting votes as the percentage of non voters for that given year would have allowed them to win 11 of the 12 seats in the THA elections. He also was concerned about the number of electorates put forward by the EBC for this round of election. He said he has publicly called for information about the number of Trinidadians registering to vote in Tobago. Where they would have come from in Trinidad and to which area they would have registered to vote in Tobago. This he said should be dis-aggregated on a month to month basis from October 2011. 

The position by Hochoy is that the people of Tobago must not settle for governance under these Trinidad led parties, but rather accept that there is an alternative which was developed by Tobago people for Tobagonians,The Platform of Truth. 

Hochoy would be on the 91.9 fm frequency twice a week until the elections, every Tuesday and Thursday.

Chief Secretary Calls for Clean Campaign.

THA Chief Secretary Orville London is appealing to contenders in the January 21 Assembly Election for a decent campaign.


Saying he was speaking as Chief Secretary, London told reporters at the weekly post Executive Council media briefing that he has been "very disappointed to date at the level to which some of the campaign rhetoric has been generated".

He said he was really hoping that all leaders and persons having conversation with the public of Tobago will focus on the issues and not allow the conversation to degenerate into character assignation and vicious personal attacks.

"I really want to urge all of us as leaders to ensure that we keep the campaign at a level where we can be comfortable that after the election is over that the healing process will not be too difficult," he said.

London added: "We have to bear in mind that above everything else we are Tobagonians and regardless of the outcome of the election we have to live here as Tobagonians and we all have a responsibility to understand that the way in which we campaign could influence the way in which we govern.

"I want to give the assurance that as long as I am associated with any campaign it will be conducted according to the acceptable standard and I really hope that this policy will be followed by those concerned."
