Tobago Allocation in National Budget Wrong.

Chief Secretary Orville London has said the arithmetic for the Tobago allocation in the $61.3 billion national budget for fiscal 2014 must be gotten right.

He made it clear that the allocation to the Assembly was not $3.309 billion or equivalent to 5.39 percent of the national budget. He said the allocation was $2.477 billion of which $2,095 billion was for recurrent expenditure, $363 million for capital expenditure and $19 million for the Unemployment Relief Programme (URP). He said the $831.2 million revealed by Finance Minister Larry Howai in his budget presentation on Monday was to be spent by Government Ministries.

London said the Dispute Resolution Commission (DRC) was clear that the THA must receive a minimum of 4.03 percent of the total allocation so what "we did in fact get was somewhere in the vicinity of 4.03 percent which is the norm the Central Government has given Tobago over the years, the minimum allowed under the DRC, therefore it followed the law".

Massive Drug Bust In Tobago: 11.2 Million in Marijuana Found

Police have made one of the biggest drug busts in Tobago after $11.2 million in compressed marijuana was found at two locations on the island.

According to Acting Senior Superintendent Garfield Moore, police intercepted a black Nissan X-trail carrying two male passengers around midnight on Tuesday.

Officers of the Roxborough Police Station, the Criminal Gangs and Intelligence Unit and the Divisional Task Force, acting on a tip off, went to an area close to the beach at Bel Garden.

There they discovered 10 crocus bags containing 166.2 kilos of marijuana in all hidden in some bushes.

The officers then received another tip-off and went to the Englishman’s Bay, where they intercepted a Nissan X trial vehicle with two occupants.

However, upon stopping, the two male occupants of the black Nissan X-Trail exited and escaped into some bushes, but during a search of the vehicle, officers discovered 11 bags containing 200 kilogrammes of compressed marijuana.

The Nissan X-Trail has since been impounded by police.

The two suspects remain at large.
Police said the drugs have a street value of $11.2 million.
The exercise was carried out between 8pm last night and 4 this morning.

New Pope 2013: Jorge Bergoglio, Argentine Cardinal, elected as New Pope

New Pope: Francis I, Jorge Bergoglio

The first ever Pope from the Americas and the first from outside Europe in more than a millennium has been selected as the new pope, replacing Pope Benedict XVI who resigned. The new Pope chose the name Pope Francis I.

Pope Francis, 76, appeared on the central balcony of St. Peter's Basilica just over an hour after white smoke poured from a chimney on the roof of the Sistine Chapel to signal he had been chosen to lead the world's 1.2 billion Roman Catholics.

The choice of Bergoglio was announced by French cardinal Jean-Louis Tauran with the Latin words "Annuntio vobis gaudium magnum. Habemus Papam" ("I announce to you a great joy. We have a pope"

Francis becomes the 266th pontiff in the Church's 2,000-year history at a time of great crisis and difficulty. Although a conservative he is seen as a reformer and was not among the small group of frontrunners identified before the election.

He also went against one of the main assumptions before the election, that the new pope would be relatively young.

He is the oldest of most of the possible candidates and was barely mentioned in feverish speculation about the top contenders before the conclave.

FIRST JESUIT POPE

He is the first Jesuit to become pope.

The decision by 115 cardinal electors sequestered in a secret conclave in the Sistine Chapel came sooner than many experts expected because there were several frontrunners before the vote to replace Pope Benedict, who resigned in February.

The cardinals faced a thorny task in finding a leader capable of overcoming crises caused by priestly child abuse and a leak of secret papal documents that uncovered corruption and rivalry inside the Church government or Curia.

The wave of problems is thought to have contributed to Benedict's decision to become the first pontiff in 600 years to abdicate.

Thousands of people sheltering from heavy rain under a sea of umbrellas had occupied the square all day to await the decision and the crowd swelled as soon as the white smoke emerged.

They cheered wildly and raced towards the basilica as the smoke billowed from a narrow makeshift chimney and St Peter's bells rang.

The excited crowd cheered even more loudly when Francis appeared, the first pontiff to take that name. "Viva il Papa (pope)" they chanted.

"I wasn't expecting it, but I'm absolutely delighted. It's a very unique moment. There is a great sense of unity here. It's great they have come to a decision about who will lead the Church," said John Mcginley, a Scottish priest from Glasgow who traveled to see the conclave.

"It's a great moment in history, something I can tell my mum," said David Brasch, 30, from Brisbane Australia. "He's got to get the child abuse under control, I don't know how they're going to do that. He's got to unite 1.2 billion people."

Bands from the Italian armed forces and the Vatican's own Swiss guard army paraded in front of the basilica before the new pope appeared.

The secret conclave began on Tuesday night with a first ballot and four ballots were held on Wednesday. Francis obtained the required two thirds majority in the fifth ballot.

Following a split ballot when they were first shut away amid the chapel's Renaissance splendor on Tuesday evening, the cardinal electors held a first full day of deliberations on Wednesday. Black smoke rose after the morning session to signal no decision.

The previous four popes were all elected within two or three days.

Seven ballots have been required on average over the last nine conclaves. Benedict was clear frontrunner in 2005 and elected after only four ballots.

THA Elections Carded for January 21 2013

The stage has now been set for what might be the greatest battle ever fought for the coveted seat of power in Tobago. The THA elections has now set for January 21st 2013. Nomination date would be December 31 2012.  Tobagonians once again has been tossed in election mode during the Christmas and Carnival period. How much of the political issues would actually influence vote, would be a variable for political analysts to examine and measure.

The two major parties to contest the up coming election would the People's National Movement and the Tobago Organisation of the People. The PNM would be by no doubt locked in a fierce battle with a member of the PP government the TOP.  The other major party contesting the election is The Platform of Truth lead by former Chief Secretary Hochoy Charles. At present, the Tobago PNM and the TOP are considered the front runners in the campaign. The PNM has eight seats while the TOP controls four seats in the House.

Already, both parties have been mobilizing and heavy campaign is expected be seen within the next month. They have all expressed confidence in securing victory.
